To enable movement of state-supported assets to private businesses in Virginia — an act disallowed generally by the Virginia Constitution — Virginia created the Virginia Industrial Development and Revenue Bond Act as an amendment to the Code of Virginia with the sole purpose to promote the growth of industry and develop trade.
